His parents were Heinrich Page 3 and Anna Lichti Rupp, Mennonites who immigrated to America in the late 1800s. Rupp's father settled in Halstead after coming from Austria in 1883 with his mother, two brothers, and two sisters. He worked as a mill hand before taking up farming and became a citizen in 1892. Rupp's mother emigrated from Germany in 1891, accompanied by her father and her youngest brother. Heinrich and Anna married in 1893 and lived on two small farms before claiming a 120-acre homestead seven miles north of Halstead.
