Russian ships could carry supplies to Vladivostock because Russia was not yet at war with Japan. In addition the Allies opened a new route to Russia through the Middle East. In August 1941 Britain and Russia invaded Iran and forced the establishment of the more friendly regime of Mohammed Riza Pahlevi. Existing roads and railways were improved and extended, and by mid-1943 over 100,000 tons of American goods per month were flowing through Iran into the southern Soviet Union. Allied victories The military tide turned in 1942.

Large numbers of Jews were forcibly resettled in officially established ghettos in the General Government in 1939-40. The defeat of France opened the possibility of deporting all European Jews to the French colony of Madagascar, a plan enthusiastically supported by a section of the Foreign Office and by Reinhardt Heydrich, an officer in the SS and Gestapo. However, the plan required a definitive peace treaty with France (and was impossible in any case until the end of the war with Britain) and was dropped without alternative destinations being discussed.

However, the results remain debatable, and the debate has called into question many of the assumptions regarding the psychology, economics and military means of waging modern war. The development and production of long-range bombers was fantastically expensive and difficult. Of the advanced economies only Britain, the United States and Germany possessed the necessary expertise, and only Britain and the United States in combination possessed the resources necessary to build both bombers and fighters.
